Budget phones were actual budget phones in the last 2-3 years. Now even for a low price of 8,000-16,000 you can expect a quality phone that has more than average camera, processors and even sufficient battery backup. You just dont need a flagship phone anymore for a quality grade performance.
How come technology got this far? Well, this is not something what had happened. Budget phones were value for money phones unless they got a severe competition against flagships. The urge to make them better and better had reduced the performance gap significantly between the two categories. Well it did not happen on the view of the benchmarks and ratings of the flagships, but mere on the view of the real world performance.
Mostly all smartphone companies try to release their own lower priced phones at the best price. Ok, Apple did not do that, but we hope that day will come. The price to overall performance ratio is different for different brands, but we do notice a similar thing. Performance whether interms of camera or processors or battery is similar. And that makes all the difference.
Most of the brands specifically Moto, Lenovo, now Nokia, Asus launch their phones on Google's Freshed up Stock Android OS. This have several significant advantages mostly on battery life and overall performance. Thus the use of a high grade chipset is not needed as the power required to run the applications and the UI is less, which can be fulfilled by low grade quad core chipsets. Adding to that, stock OS requires less amount of RAM (not that noticeably) but low RAM stock android devices tend to operate smoother. Even low grade quad core chipsets can be used up with ample amount of battery packs as the power needed to run the chip is significantly low. Budget phones do come with smaller 4.5inch to 5inch screens and that does even save the battery more. Finally you get a appreciable performance for a low cost(very low cost actually). Contrary to that, these tricks have helped to even better design their midrange and flagship phones.
Other brands like Huwaei, Xiaomi, Samsung do have their own User Interfaces above the android system. These do effect the overall performance but they have their own optimization tricks and solutions. Samsung do have a wide range of Budget phones that do come with low grade chips and related hardware(RAM, camera modules) but everything seems to perform swiftly. They are well famous in getting every ounce of battery backup from even a smaller 2200mah pack. With their hyper efficient Exynos chips that run on a different technique other than those of snapdragon and Kirin chips, Galaxy phones run good enough for the price too. Huwaei and Xiaomi have their own budgets phones in the similar power grade levels beside the prices. They tend to either keep the battery big with not so efficient chips or provide a better body and a camera for the degrading hardware to be well suited. Still, bussiness runs well enough.

Now, the budgets have taken the lead but still the other two remain the higher grade categories of phones only to be admired and talked about.
